Court must consider ‘Israel’ on passport An appeals court ordered a lower court to rule on whether an American citizen born in Jerusalem can have “Israel” alone inscribed as the place of birth. The decision Friday sends the case involving a three-year-old American citizen back to the U.S. District Court for the District of Columbia. The District Court had ruled that a request to list Menachem Zivotofsky as born in “Jerusalem, Israel” was a political matter, rather than a judicial one, and refused to adjudicate. Menachem’s parents are now seeking to have only “Israel” listed as his birthplace. The United States does not currently recognize Israeli sovereignty in Jerusalem.
The State Department is defending the case; joining the Zivotofskys in friend-of-the-court briefs are the American Association of Jewish Lawyers and Jurists and a number of members of Congress led by Rep. Henry Waxman (D-Calif.). Russia to negotiate for Quartet Russia’s foreign minister said he will negotiate with Hamas based on the positions of the diplomatic Quartet overseeing Mideast peace. Sergey Lavrov said Friday that he would abide by the positions of the group managing the “road map” peace plan — the United States, United Nations, European Union and Russia — a group that has refused to support Hamas until it disarms, recognizes the State of Israel and foreswears violence. He said talks next month in Moscow would aim to bring the Palestinian Authority’s new ruling party into the peace process.
“We are counting on all this to foster progress toward a situation in which Hamas will be a legitimate, integral and useful part of the peace process in the Middle East,” Lavrov told reporters. http://www.jta.org/
