Congress presses Hamas

Four U.S. congressional initiatives would ban assistance to a Palestinian Authority governed by Hamas.

Three, in the House of Representatives, are bills that aim to become law. One, cosponsored by Reps. Ileana Ros-Lehtinen (R-Fla.) and Tom Lantos (D-Calif.), also seeks to cut some funding to the United Nations until it abolishes a number of pro-Palestinian subsidiaries. Rep. Vito Fossella (R-N.Y.) has proposed a similar bill, and Rep. Anthony Weiner (D-N.Y.). is circulating a bill that would ban outright any assistance to the West Bank and the Gaza Strip.

In the Senate, Sen. John Thune (R-S.D.) introduced a non-binding resolution that urges Bush to cut funding to the Palestinian Authority under Hamas governance. The Bush administration is lobbying to keep the bills off the floor, preferring to lead initiatives against Hamas.

Putin presses Hamas

Russia’s president said aid to a Hamas-led Palestinian government should not be cut.
During a televised annual news conference Tuesday in the Kremlin, Vladimir Putin said Russia’s view of Hamas differs from those of the United States and European nations.

“The Ministry of Foreign Affairs of the Russian Federation has never considered Hamas to be a terrorist organization,” Putin said. “But this does not mean that we approve and support everything that Hamas is doing.”

Putin also said Hamas should “abandon radical statements, should recognize the right of Israel for existence, should establish contact with the international community.”

Some headlines and summaries from JTA

Jewish group backs talks with Hamas

A Jewish group called for talks with a new, Hamas-led Palestinian government.
In a statement, Jewish Voice for Peace called the rise of Hamas a “matter of great concern to every Jewish group,” but said negotiations are the “only way”out of the current conflict.

“It is not more acceptable for the Palestinian Authority to refuse to talk to Israel than it is for Israel or the U.S. to refuse to talk with the legitimately elected representatives of the Palestinian people,” the group says.

Israel refuses to talk to Hamas until it renounces terrorism and recognizes Israel’s right to exist, a position backed by the United States.

Spielberg defends his film

Steven Spielberg lambasted members of the Jewish community who came out against his film “Munich.”

Speaking as part of a roundtable in the latest Newsweek magazine, Spielberg said criticism leveled at him and screenwriter Tony Kushner over the depiction of Israel’s hunt for the Palestinian masterminds of the 1972 Munich Olympics massacre is unfair. Some American Jews, he said, “have grown very angry at me for allowing the Palestinians simply to have dialogue and for allowing Tony Kushner to be the author of that dialogue. ‘Munich’ never once attacks Israel, and barely criticizes Israel’s policy of counterviolence against violence,” he said. “It’s the most questioning story I’ve ever had the honor to tell. For that, we were accused of the sin of moral equivocation. Which, of course, we didn’t intend — and we’re not guilty of.”

The controversy, Spielberg added, “made me feel a little more aware of the dogma, and the Luddite position people take any time the Middle East is up for discussion.”

Google to expand in Israel

Google is planning to start a resource and development center in Israel.
Sergey Brin, who founded the Internet search giant, told Ha’aretz about the step at the World Economic Forum in Switzerland. Google has already opened a marketing and sales branch in the Jewish state.

For some time now they have felt uncomfortable with the way the case is being conducted. Many thought that the prosecution was not justified and that its motivations are extraneous - the power wars of Washington and perhaps also a bit of anti-Semitism, or at least a desire to humiliate the pro-Israel lobby and damage its power.....Therefore, said the head of one of the major Jewish organizations, it is not AIPAC that should be attacked. A large majority of the Jewish community is interested in defending it, even if it is sometimes not pleased with its policy. News for 01-27-06

01-27-06 - Child killed by military fire in the Gaza strip A Palestinian medical reported, on Thursday at night, that Israeli soldiers shot and killed a nine-year old Palestinian child near the Kissufim Crossing in the central Gaza Strip. All mainstream and most alternative media have halted the reporting of these killings of late.

01-27-06 - State Dept. to Review Aid to Palestinians The aid we give to the Palestinians is a drop in the bucket compared to the billions we give to Israel each year.

01-27-06 - Israeli politicians rush to condemn Hamas win IN the end, what difference does the Hamas win make? They refused to negotiate with Arafat. Abbas was no 'partner for peace' and was outright ignored as Israel continued building the illegal settlements in the West Bank and the wall that cuts deep into Palestinian land. Israel had planned to carry out unilateral moves which it has all of last year, without any negotiation with the Abbas government. The Hamas victory simply makes no difference when all is said and done. Just before Sharon had his second near fatal stroke, he was discussing drawing up Israel's final borders - without the consent and without negotiations with the Palestinians whose land would likely be further usurped in the process. The Palestinians, many of whom live below the poverty level, voted for Hamas because it is seen as being less corrupt than Fatah. The irony is that the world will now cut the aid money to the PA.

"It's not in our mind now to recognize it as we believe that it's a state that has usurped our land and expelled our people. These issues should be handled before we talk about recognition,"

01-27-06 - Donors Threaten Aid Cut After Hamas Win The World Bank estimates that 1.1 billion dollars of the PA's budget in 2005 ? about half of the total ? came from foreign donors.

01-27-06 - Hamas, Son of Israel Amid all the howls of pain and gnashing of teeth over the triumph of Hamas in the Palestinian elections, one fact remains relatively obscure, albeit highly relevant: Israel did much to launch Hamas as an effective force in the occupied territories. If ever there was a clear case of "blowback," then this is it.

01-27-06 - U.S. Could Halt Aid to Palestinians The threat was echoed on Capitol Hill by a nonbinding Senate resolution condemning Hamas and expressing support for halting assistance to the Palestinian government. The symbolic resolution, crafted by Sen. John Thune, R-S.D., says aid should be ended if the party controlling the Palestinian parliament advocates the destruction of Israel, which Hamas does. It was unclear when the Senate would vote on the proposal.

01-27-06 - Peace among the olive trees It was a joy to see Muslims, Jews and Christians working together,

Some headlines and summaries from JTA

Israel, West likely to cut funds

Israel and Western nations are likely to immediately cut off funds to the Palestinian Authority when Hamas assumes power, top officials said.

“We will face practical problems of how you deal with people that call for the destruction of Israel,” Yossi Bachar, director of Israel’s Finance Ministry, told Ha’aretz on Friday. “If they want to continue to work with us, they will have to find a solution, otherwise I can’t see how they would get the money.” Israel returns to the Palestinian Authority tax money, social security payments and some customs duties garnered from Palestinians.

James Wolfensohn, envoy to the region for the diplomatic “Quartet” managing the peace process, predicted a cutoff from Western nations. Hamas is set to take power by next week.

APN backs Shikaki

Americans for Peace Now led an initiative asking Brandeis University to maintain its relationship with a Palestinian academic accused of terrorist ties.
The letter sent Friday to the Boston-area, Jewish-sponsored university comes after the Zionist Organization of America asked Brandeis to cut off Khalil Shikaki, an academic whose brother Fatih founded the terrorist group Islamic Jihad. The ZOA launched its campaign following revelations that Khalil Shikaki spoke occasionally in 1995 with Sameeh Hammoudeh, a Florida man associated with Islamic Jihad. The revelations came after a jury acquitted Hammoudeh of funding the group.

Brandeis said it was standing by Shikaki, an academic whose polling has uncovered strains of Palestinian moderation. APN and a slate of over 30 academics, political figures and Brandeis alumni praised the university for not cutting off Shikaki. “Unfortunately, there are extremist elements in the American Jewish community that are relentless in their efforts to try to undermine Palestinian moderates and have no shame in using guilt by association to denigrate Dr. Shikaki,” the letter said.

AIPAC: Hamas win a ‘major setback’

Hamas’ victory in Palestinian elections is a “major setback for peace and democracy in the Middle East,” AIPAC said.

The pro-Israel lobby said Thursday that the United States must not recognize Hamas as a legitimate political party until it renounces violence, dismantles terrorist infrastructure, recognizes Israel’s right to exist and agrees to negotiate with the Jewish state. “A government dominated by a terrorist organization undermines efforts to establish a democratic, non-violent society and jeopardizes efforts to achieve a lasting peace between the Palestinians and Israel,” AIPAC President Bernice Manocherian and Executive Director Howard Kohr said in a statement.

Arab-Americans concerned at Hamas victory

A number of Arab-American groups expressed concern at Hamas’ electoral win.

“This election doesn’t make me happy. It doesn’t make me happy at all,” James Zogby, president of the Arab American Institute, told the Journal News, a newspaper in Westchester, N.Y. Hamas, a terrorist group that advocates Israel’s destruction, swept Wednesday’s elections for the Palestinian Legislative Council.

The American Task Force on Palestine warned Hamas that “the only way for Palestinians to achieve statehood on Palestinian lands occupied since 1967 is through the exercise of non-violence and a process of political negotiation.” The Free Muslim Coalition, which backs many Bush administration Middle East policies, said it was “disappointed” by the results. However, the groups called on the world to respect the election results.

The institute and the task force blamed the results in part on the conditions of Israel’s occupation.

Lawmakers concerned about lobbying reform

A Minnesota senator said he was concerned that congressional trips to Israel could be cut under lobbying reform proposals.

Speaking at a hearing Wednesday of the Senate Homeland Security and Governmental Affairs Committee, Republican Norm Coleman said the American Israel Public Affairs Committee provides a service by sending lawmakers to Israel to meet its leaders.

“That would be prohibited if we take the approach that’s been articulated here,” Coleman said. “So I don’t think that helps us be better senators.” Several congressional leaders and outside groups have proposed lobbying reforms that would curtail all private travel by members of Congress.

Other suggested reforms would allow non-profit groups to take legislators on trips.

Former Michigan Gov. John Engler, a Republican who now is president of the National Association of Manufacturers, praised AIPAC’s engagement.

“They’re far better than anybody else that could lobby on that issue when they have an opportunity,” Engler told the committee. “They don’t lobby, but they are powerfully persuasive on a point of view.”

Some headlines and summaries from JTA

Carter leads Palestinian election monitors

Former President Carter is leading a delegation of monitors to the Palestinian elections.
Carter is heading the 80-member joint Carter Center-National Democratic Institute delegation, which also will include former Swedish Prime Minister Carl Bildt, former Albanian President Rexhep Meidani and former Spanish Foreign Minister Ana Palacio. Civic leaders from Palestinian American and Jewish American groups also are part of the team monitoring Wednesday’s legislative elections, which already have been beset by violence and charges of corruption.

Separately, Sen. Joe Biden (D-Del.) is leading a small official U.S. delegation.

Abbas to Syria: Shut down terrorists

Mahmoud Abbas asked Syria to shut down the offices of Palestinian terrorist groups, the U.S. State Department said.
Spokesman Scott McCormack said the refusal of Syrian leader Bashar Assad to heed the Palestinian Authority president was an example of Syrian recalcitrance.

“President Abbas has asked President Assad to close down the offices of those Palestinian rejectionist groups headquartered in Damascus,” McCormack said Tuesday. “He hasn’t done so. As a matter of fact, he’s done just the opposite,” McCormack added, noting that Assad last week allowed Iranian President Mahmoud Ahmadinejad to meet with the terrorist groups during a visit to Syria.

Legislators urge Presbyterians to shun Hezbollah

A bipartisan slate of eight members of Congress urged the Chicago chapter of the U.S. Presbyterian Church to stop meeting with Hezbollah.
“We urge you to rethink this policy of continued contact with people responsible for the murder of 258 Americans and the citizens of other members of the United Nations,” said the letter, initiated by Rep. Mark Kirk (R-Ill.) and Rep. Robert Andrews (D-N.J.).

The Chicago City Council last month condemned Rev. Bob Reynolds, the Chicago Presbytery executive, who led a group to a meeting with the terrorist group in Lebanon in October. Reynolds later said he regretted the visit because Hezbollah, which continues to seek Israel’s destruction, used it “for political purposes.”

Barghouti´s political prospects limited

Marwan Barghouti will not be able to serve in the Palestinian Authority Cabinet from prison, Israel’s internal security minister said.
Gideon Ezra said that Barghouti, a jailed West Bank militiaman who heads the Fatah faction’s candidate list for Palestinian Authority parliamentary elections Wednesday, will not be able to carry out any future ministerial duties. “He won’t be a minister from prison. Who can be a minister from prison?” Ezra told The Jerusalem Post on Tuesday.

Once touted as a potential successor to the late Yasser Arafat, Barghouti, 46, was arrested in 2002 and sentenced to five life terms for orchestrating terrorist attacks by the Aksa Brigades.

Carter calls for more withdrawal

Jimmy Carter urged Israel to uproot more West Bank settlements.

“You can’t have a Palestinian state living in peace and dignity if it is filled with Israeli settlements,” the former president, who is in the region to help monitor Wednesday’s Palestinian Authority parliamentary elections, said Monday in a speech at the Herzliya strategy conference.

Israel removed four West Bank settlements after its Gaza Strip withdrawal last year, and all major candidates in the March 28 general elections have said they would consider ceding further land to the Palestinians.

Carter, an architect of the 1979 Camp David peace accord between Israel and Egypt, voiced optimism about the chances of a similar rapprochement between Israel and the Palestinians.

“Over time, I have seen despair and frustration evolve into progress,” he said. But Carter urged Palestinian Authority President Mahmoud Abbas to crack down on terrorist groups, a requirement of the “road map” peace plan. “I hope and believe that after this election there will be an extremely strong commitment by Abu Mazen and the entire Palestinian Authority,” he said, using Abbas’ nom de guerre, “to stamp out the last vestiges of terrorism.”
