Russian officials confirmed that Hamas leaders will visit Moscow on Friday.
The Russian news agency Itar-Tass quoted a Russian Foreign Ministry spokesman Monday saying the visit would go forward.

Russia angered Israel and the United States by inviting the group in the wake of its landslide victory last month in Palestinian legislative elections.

It is not clear which Russian officials will meet with the Hamas delegation, but Hamas is expected to be led by Khaled Meshaal, one of the group’s most extremist leaders.

Jewish group to address Iran, Hamas

The Jewish Council for Public Affairs opened its annual plenum in Washington.

Policy issues to be addressed at the plenum, held Sunday through Tuesday, include church divestment from Israel, the newly elected Hamas Parliament in the Palestinian Authority, Iran’s nuclear buildup, rehabilitation after hurricanes Katrina and Rita, and keeping religion out of the public schools.

High on the priority list for the umbrella body of Jewish community relations councils was the massacres in Darfur, Sudan.

“Let us stop this outrage,” said Steve Gutow, the JCPA’s executive director. The 400 delegates are to end the plenum with a day of lobbying on Capitol Hill, joined by another 400 delegates attending a forum of the Hillel student movement.

Hillary Clinton blasts Hamas, Iran

Sen. Hillary Clinton called on the international community to shun Hamas.

“No nation in the world should recognize a government” committed to its neighbor’s destruction, the Democratic senator from New York said Sunday at the annual congressional breakfast sponsored by the New York Jewish Community Relations Council.

Clinton also said U.S. policy on Iran should be “clear and unequivocal: We cannot allow Iran to build nuclear weapons.” Clinton, who is rumored to be considering a run for president in 2008, also tried to link security concerns with domestic issues. “It’s a false choice” to separate security issues and “our mutual commitment” to help the poor and needy, she said to the approximately 250 people in attendance.

Speaker after speaker at the event, including Sen. Charles Schumer (D-N.Y.) and several members of New York’s congressional delegation, also spoke about the need to contain Hamas and Iran.

NATO is not ready for Israel’s membership, a senior U.S. official said. “I think if this issue were to be put on the table formally within NATO, I think we’d find it immediately very controversial with a large number of countries saying not ready, not now,” Kurt Volker, the deputy assistant secretary of state for European affairs, told an audience on Thursday at Howard University in Washington D.C. “Solve the Israeli-Palestinian issue first, solve the Arab-Israeli issue first. Israel is not a European country, and after all, NATO is Europe and North America.” Volker said the question was in any case moot because Israel had not asked to join the alliance. NATO was ready to train Palestinian security forces before last month’s legislative elections, which saw a landslide victory for the Hamas terrorist movement.

Mashaal: Ze’evi killers to be released

A top Hamas leader said that the Palestinian parliament would release the killers of former Israeli Tourism Minister Rehavam Ze’evi.
Khaled Meshaal said Friday that the five assassins, who have been imprisoned for the last four years in Jericho under Palestinian, British and American supervision, would be let go, the Jerusalem Post reported.

Israeli Defense Minister Shaul Mofaz has warned against their release, but Mashaal said that “Israel always threatens and makes assurances, but it does not scare us. We will do what our people need whether it angers Israel or not.”

Hamas won a landslide electoral victory last month in Palestinian legislative elections and recently named another Hamas leader as the Palestinian Authority’s future prime minister. Ze’evi was assassinated by Palestinian attackers at a Jerusalem Hotel Jerusalem in October of 2001.

Evangelical pro-Israel group to lobby

A new evangelical group is planning a pro-Israel lobbying bid in Washington on July 18-19.

Christians United for Israel, led by the Rev. John Hagee, was formed earlier this month. The executive committee includes prominent evangelists the Rev. Jerry Falwell, Gary Bauer and the Rev. George Morrison, who founded the Christian group Promise Keepers.

The group is planning to establish chapters in all 50 states. The Israeli Embassy in Washington welcomed the news.

“American Christians are key allies and important supporters of Israel based on our common values and heritage, and we welcome their efforts to strengthen ties between the United States and Israel,” ambassador Daniel Ayalon said in a statement to JTA.

Report: Palestinians overcounted

The Palestinian Authority overcounted Palestinians by more than a million, a team of demographers concluded.

The American-Israeli Demographic Research Group, presenting its findings at the American Enterprise Institute on Thursday, said the 3.8 million figure for 2004, published by the Palestinian Central Bureau of Statistics, was off by 1.3 million.

The researchers said the Palestinian statisticians based their figure on mid-1990s projections that counted on massive immigration after the establishment of a Palestinian state, then projected for 1999; counted Palestinians who had been outside the region for more than a year, and who had a legal right to return; and failed to count emigration.

The research group also discounted projections that Arabs would outnumber within a generation Jews in Israel, the West Bank and the Gaza Strip, saying Jewish birthrates were diminishing and Arab birthrates were high, but declining.

Cheney to address AIPAC

Vice President Dick Cheney is scheduled to headline this year’s American Israel Public Affairs Committee policy conference.

The vice president will speak at the conference’s closing session on March 7, “America and Israel: The View from Capitol Hill.”

Also speaking at the policy conference are Rep. John Boehner (R-Ohio), the new majority leader, and John Bolton, the U.S. ambassador to the United Nations.

Olmert: Ahmadinejad’s an anti-Semite

Israel’s Ehud Olmert called Iranian President Mahmoud Ahmadinejad an anti-Semite.
“The president of Iran, with all of his statements, is a heinous anti-Semitic phenomenon. He is an Israel-hater,” the interim prime minister told the Knesset Foreign Affairs and Defense Committee on Wednesday.

Olmert said Iran, which is believed to be months away from acquiring the knowledge to make nuclear weapons, must be stopped. But he did not discuss any direct Israeli military options, endorsing U.S.-led diplomatic pressure on Tehran.

“I do not think that we have to state on the world stage what we will do and what we will not do,” Olmert said. “We must prevent Iran from reaching a technological know-how — with everything that entails — and the international community has the tools to deal with this.”

Italian mayor pressed after rally

Italian Jewish leaders and politicians called for the resignation of a mayor who took part in a pro-Palestinian demonstration.
After participating in Saturday’s demonstration in Rome, Mauro Bertini, the Communist mayor of the town of Marano, suggested that the world would be a better place without Israel. Israel, he said, was a “punch in the stomach of humanity.”

The president of the Italian Chamber of Deputies, Pierferdinando Casini, called the remarks “shameful and irresponsible” and apologized to Israel.

Authorities in Rome, meanwhile, have opened a criminal investigation into a group of demonstrators who during the rally burned Israeli and American flags and chanted slogans favoring insurgent attacks against Italian armed forces in Iraq.

Activist files complaint after Palestinian forum

A Jewish Defense League activist filed a police complaint against Georgetown University after campus police ejected him from a Palestine Solidarity Movement conference.

Campus security threw Bill Maniaci of Reno, Nev., and Matthew Finberg of Boulder, Colo., out of the conference on Saturday. Erik Smulson, a spokesman for the private university in Washington, said the men had been warned three times not to disrupt the proceedings. Maniaci said he had interrupted speakers twice to urge them to answer a question on suicide bombing.

He said two campus security officers kicked or hit him in his ribs and knocked his head while dragging him out. He filed a police complaint and plans lawsuits against the university and against campus police and administrators.

Maniaci, 64, has a heart condition and said he was treated for a concussion after the incident.

Smulson said the ejection was non-violent. The university hosted the annual conference of the movement, which calls for divestment from Israel, over the weekend.

U.S. experts discuss boycott with Saudis

The United States sent experts to Saudi Arabia to review its boycott of Israel.
The Saudis are maintaining their boycott despite their long-awaited ascension last year to the World Trade Organization, which bans boycotts of member nations.

Prior to joining the WTO in September, the Saudis gave assurances they would drop the boycott, leading Israel to withdraw its power to protest its joining. But in December, the Saudis said they were maintaining the boycott. “We are sending a team of experts from the Departments of Commerce and State to work with the Saudi government on boycott issues as they affect U.S. companies,” Rob Portman, the U.S. trade representative, said in congressional testimony last week. “We have raised it with the Saudis, and they tell us they will follow through on their WTO obligations.”

Jewish teacher chains himself for peace

A Jewish teacher in California chained himself to a bench to protest the Iraq war and poverty.

Musician Hyim Jacob Ross, who teaches ethics, spirituality and interpersonal communication to teenagers at two Reform synagogues in the San Francisco Bay area, chained himself to a park bench in Oakland Monday for a five-day protest fast.

Ross wants to draw attention to massive government spending on the war in Iraq at a time when domestic poverty is still so prevalent.

"This is my tikkun olam project," says Ross, who also teaches music in a public school where most of his students are low-income. It´s important, he says, that youth "have models that are positive, non-violent, proactive and informative."

Ross unchains himself for bathroom breaks and is subsisting on water only. He is flying an American flag from his chair.

Jewish Republican heads Libby defense fund

A prominent Jewish Republican is leading a fund-raising drive for Lewis “Scooter” Libby’s legal defense.

Mel Sembler, a board member of the Republican Jewish Coalition and the U.S. ambassador to Italy from 2001-2005, is spearheading the Libby Legal Defense Trust.

Sembler, a Florida shopping-mall magnate, describes Libby, the former chief adviser to Vice President Dick Cheney, as “one of the unsung heroes in fighting the war on terror” on the trust’s website, www.scooterlibby.com. Libby, who is Jewish, resigned in October after his indictment on perjury charges related to his leaking the name of a CIA operative whose husband criticized the Iraq war.

Other prominent Jews on the trust’s board include Sam Fox, the chairman of the RJC; Shelly Kamins, a Washington-area real estate developer; professor Bernard Lewis, a prominent scholar of Islam; Stuart Bernstein, the former ambassador to Denmark; and Dennis Ross, the top U.S. envoy to the Middle East during the Clinton administration.

European consistency on Holocaust denial wanted

The European Jewish Congress will lobby European governments to synchronize their laws on anti-Semitism and Holocaust denial.

The president of the group, Pierre Besnainou, said his group would press for the governments to adopt a similar standard in order to create a consistent response to what he views as a growing problem.

Penalties for such acts vary widely by country, from no punishment to up to 10 years in jail in Austria.

Book: Israeli Arabs poor

More than have of Israeli Arabs live in poverty, concludes a new book.
The book, published by the Van Leer Jerusalem Institute, uses statistical data to highlight the problems of Israeli Arabs, was launched Sunday by Israel’s president, Moshe Katsav, at his Jerusalem home.

The study — which did not include Arabs in the Golan Heights and eastern Jerusalem — also concluded that the Israeli Arab population is young, with 50 percent under the age of 19, and that Arab women have lower fertility rates than they did in the 1960s — nine children on average then compared to 4.3 now.

This rate is still high compared with Jewish women, who average 2.6 children.

Court must consider ‘Israel’ on passport

An appeals court ordered a lower court to rule on whether an American citizen born in Jerusalem can have “Israel” alone inscribed as the place of birth.
The decision Friday sends the case involving a three-year-old American citizen back to the U.S. District Court for the District of Columbia. The District Court had ruled that a request to list Menachem Zivotofsky as born in “Jerusalem, Israel” was a political matter, rather than a judicial one, and refused to adjudicate. Menachem’s parents are now seeking to have only “Israel” listed as his birthplace. The United States does not currently recognize Israeli sovereignty in Jerusalem.

The State Department is defending the case; joining the Zivotofskys in friend-of-the-court briefs are the American Association of Jewish Lawyers and Jurists and a number of members of Congress led by Rep. Henry Waxman (D-Calif.).

Russia to negotiate for Quartet

Russia’s foreign minister said he will negotiate with Hamas based on the positions of the diplomatic Quartet overseeing Mideast peace.
Sergey Lavrov said Friday that he would abide by the positions of the group managing the “road map” peace plan — the United States, United Nations, European Union and Russia — a group that has refused to support Hamas until it disarms, recognizes the State of Israel and foreswears violence. He said talks next month in Moscow would aim to bring the Palestinian Authority’s new ruling party into the peace process.

“We are counting on all this to foster progress toward a situation in which Hamas will be a legitimate, integral and useful part of the peace process in the Middle East,” Lavrov told reporters.
